This program, also known as the 9003 program, provides loan guarantees of up to $250 million to assist businesses in developing, constructing, and retrofitting new and emerging technologies. These technologies must be based in advanced biofuels, renewable chemicals, and biobased products.
Eligible Areas
A project under consideration for this program can be located in any of the 50 U.S. states and territories including: the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands.
Borrowers that Lenders Can Guarantee
Prospective borrowers include:
- Individuals
- Public and private entities
- State and local governments
- Corporations
- Indian tribes
- Farm Cooperatives and Farm Cooperative Organizations
- Associations of Agricultural Producers
- National Laboratories
- Institutions of Higher Education
- Public Power entities
Application Process
The application process for this program is a Two-Phase process. However, before beginning this process applicants must be pre-registered with the System for Award Management (SAM), a process that only needs to occur once. Phase 1 requires the applicant to submit a Letter of Intent to apply for a loan guarantee. The Agency must receive this LOI 30 calendar days before the application deadline. An applicant must submit a complete Phase 1 application, providing information that determines borrower, lender, and project eligibility, as well as economic and technical feasibility. Phase 2 applications incorporate the environmental report, technical report, financial model, and the applicant’s credit evaluation. Phase 2 material is submitted on an ongoing basis as project plans are solidified.
Funding Uses
- Commercial-scale biorefineries using eligible technology.
- Biobased product manufacturing facilities that use technologically new commercial-scale processing and manufacturing equipment to convert renewable chemicals, and other biobased outputs of biorefineries, into end-user products on a commercial scale.
- Refinancing in certain circumstances, may be eligible.
- In broad terms, two types of projects are eligible for the program – biorefineries, and biobased product manufacturing facilities.
